Tegucigalpa, Honduras | 2–4 September 2026 — EMPTECH joined civil registration authorities, international organizations, and identity specialists from across Latin America and the Caribbean at the XXIII CLARCIEV Meeting.

Held under the theme “Foundational Identity in the Era of Citizen Authentication,” the event highlighted how modern civil registration provides the foundation for reliable identity data, secure citizen authentication, and inclusive access to public services.

For EMPTECH, building this foundation requires a continuous chain of trust—from the capture and assurance of identity data to credential issuance, identity verification, and access to trusted digital services.


Building Trust from the Start

The reliability of any identity ecosystem begins with the quality of the data entering it.

As governments extend registration across service centers, self-service environments, field operations, and remote communities, maintaining consistent biometric and biographical data quality becomes increasingly important.

At CLARCIEV 2026, EMPTECH demonstrated an AI-assisted enrollment portfolio designed for diverse operational environments. Integrated across these platforms, EMPTECH’s dFace AI-powered photo quality assurance solution combines image acquisition, automated quality assessment, and image enhancement to support high-quality, standards-compliant portraits from the point of capture.

By establishing the first quality gate at enrollment, dFace helps reduce downstream issues in biometric matching, credential personalization, identity verification, and service delivery.


Turning Trusted Data into Secure Credentials

Reliable identity data must then be transformed into credentials that preserve and communicate that trust securely.

EMPTECH presented personalization capabilities for centralized and decentralized issuance, including the new MLP MiniBook. Powered by EMPTECH’s Multi-Layer Personalization(MLP) technology, this compact, relocatable system integrates chip encoding, laser engraving, and full-color personalization into one workflow for secure and efficient decentralized passport issuance.

AI-assisted quality control provides a final quality gate by inspecting personalized documents across visible and machine-readable elements. It helps authorities maintain consistency among source identity data, physical personalization, and electronic credential information.

Together, these capabilities reflect a key principle of EMPTECH’s approach:

Connecting the Identity Lifecycle

Enrollment and personalization are part of a much broader identity ecosystem.

As digital transformation accelerates, identity authorities are increasingly expected not only to register citizens and issue credentials but also to enable secure authentication across public and private services. This requires interoperable and scalable architectures connecting enrollment, identity management, credential issuance, verification, and digital identity.

Conversations at CLARCIEV also reinforced that national identity systems cannot follow a one-size-fits-all model. Infrastructure, regulations, existing systems, and public-service priorities vary across countries.

By combining global project experience with local collaboration, EMPTECH helps authorities develop identity infrastructure that is secure, adaptable, interoperable, and capable of evolving with national needs.
